At the start of July 2025, Sport England put their latest response in regarding condition 4 (community use agreement). Not prepared to agree in present format. The relevant documents are in the files tab.

To recap, Condition 4 of the planning permission of 21st March was "Within 3 months of the date of this permission, a community use agreement shall be submitted to and approved in writing by the Local Planning Authority".

Some have indicated that it could be unlawful to start work on the development and the applicant may need to make another application under the planning legislation for an extension or to vary the condition.  But if the permission doesn't expressly say that failure to meet the deadline invalidates the permission then the applicant could get away with late submission/approval.
